    You usually have to be well into the process of getting citizenship to be considered for these scholarships. With ROTC programs you need to supply evidence of your citizenship application process and need to be an actual citizen by the time the program ends (as you will then be an official military personnel). If you are not in the middle of the process of getting citizenship, or if it doesn’t look likely that you will have it in a few years then you will probably not be eligible.
